Yes. I tried both TQQQ/QQQ -> TMF | TLT | SGOV (paper effectively uses SGOV) and SOXL/SOX -> TMF | TLT | SGOV. I also tried EMA, VWMA, WMA, and SMA with horizons 5, 10, 20, 50, 75, 100, 150, 200 and 300. The conclusion was the same in all cases, with some variants working clearly better than others.

I found that while there was a correlation, it was tenuous. On most timespans, the max drawdown was near identical between b&h and LRS (e.g. 60% drawdown for LRS vs 65-70% for b&h, with b&h at 630% returns and LRS at 590%), but returns were a bit worse or a bit better, nothing to write home about. If I had to use the vanilla version of LRS or just b&h, I would b&h instead every time: more robust against change of market conditions (i.e. cases where the strategy consistently stops working), almost the same drawdown and almost the same returns.
I was not able to reproduce the results they published in that paper except when cherrypicking backtest intervals or aggregating (e.g. rolling 5-y), i.e. the results were very variable.
On the other hand, the 'buy low sell high' strat works consistently well in my backtests under similar conditions.
Also, instead of rotating into bonds I rotate into... volatility. Makes more sense when the initial thesis is literally that you want to get out of leveraged when vola is increasing and get back in when it's decreasing. Bonds tend to move in lockstep with the market when there are such spikes, only increasing strongly a while later, so you end up eating a loss (though not as bad as holding the leveraged) before recovering a bit if you go bonds. Buy low sell high seems to predict vola far better than LRS.

Seems like something so universally known as CANSLIM would make for some crowded trades. Any system boils down to exploiting inefficiencies in pricing so has the market fixed this particular one? Hmm.. in fairness, I had some difficulty too. I implemented the strategy in Pine Script and it about broke even with b&h but when reviewing the trades I noticed it had me making a few buys that while they would logically follow from how the strategy is described, I would not actually make those trades in real time. One example is the price closes above the 200 sma but the next day it opens significantly below it. The strategy still has you buy since you are buying on the open based on the previous close. However, I would not buy under the 200 sma in any circumstance as that is obviously flawed. If I were to fix all of those types of instances I believe the strategy would outperform b&h by a significant margin though I have not actually tested this.

The strategy discussed in the paper mentioned aims to take the 'edge' off the buy and hold of a leveraged ETF (like TQQQ, SOXL, SPXL, etc.) by trying to predict volatility spikes and selling before they peak, buying back only when volatility becomes low. The expected result is that you should have far lower drawdown because you're holding while it moons but selling before it dumps, and potentially (though that's not the main goal) better returns through compounding (due to better drawdown).
The proposed strategy for volatility prediction is the 200 moving average. The strategy (called LRS for leveraged rotation strategy) is in 2 steps:
- If the underlying (e.g. SPY or index of choice tracking s&p500) closes above its 200MA, buy with 3x leverage (e.g. SPXL).
- If the underlying closes below its 200MA, sell the leveraged product and buy 3-month bonds
SGOV is 0-3month bond ETF so it's basically the same thing as buying the bonds prescribed in the strategy. I also checked if using leveraged bonds (TMF) and longer-ranged bonds (TLT) worked better (they do, far better in fact). I also tested various MA types instead of just the SMA used in the original paper (EMA, VWMA, WMA) and other horizons than 200 (the paper claims other timeframes should also work and offers evidence that 20 and 50 might work better than 200, but only shows complete results for 200 for brevity).

Merely reversing the suggested criterion absolutely does not work for certain. That's why I say 'significantly above/below': what works in my tests is to be 4 ATR below to buy, and 16 ATR above to sell.
Also, I only trade when volatility is actually high (VXN > 35 for buy, and VXN > 15 for sell).
Combined, this seems to ensure that the thesis in the paper is truly respected (high vola = bad = sell, but also sell implies high vola so might as well buy into vola instead of bonds).

The way the paper is worded, it seems to be aimed at getting boomers to invest in to a fund that runs this strategy as it claims the main benefit is that investors are more likely to stick to this strategy due to the lower drawdown instead of buy and hold.
