If he's talking about recent college graduates specifically, then yeah. Every year there are only a few thousand black graduates with a relevant degree in the entire country. That also assumes that they want to go into banking (vs finance, accounting, etc) and all the other factors the go into choosing a job (location, lifestyle, etc).

Even then, once you find a candidate who looks good on paper they have to actually be a fit for the company. I've been on the hiring board for a few positions, and we hire maybe 10% of the people we interview. Any company that's actually good and that people will move across the country for will have higher standards (think of the NY firms that only hire Ivy graduates). Wells Fargo isn't remotely in that league, so they're probably getting average/mediocre applicants.
