The guy did nothing wrong. He followed what all the other trading institutions did like TDAmeritrade and Charles Schwab. The reason they did that is because TRADES are actually settled within 3 days. So the amount of money you have in the account isn't yours, it's someone else's. That someone is called clearing house. Robinhood and others generally only deposit 2% of the trade as collateral. This time because of volatility of the stock the clearing house wanted 100% of the deposit.
This is why a lot of trading got limited during that time.
