Even if person A shorted person B's stock, who shorted person A, the stock would still need to be bought back from the buyer, to person A, to person B, the person A. And while there are 3 purchases made (in the covering of this short), they still end up paying the person who sold them the stock. And yes - even if it's shorted 2.5x, it doesn't mean that WSB gets 2.5 x the money - b/c ~1.5 of that money will be for the people who re-shorted it.
