That's not what it means. It means today they were only allowed to short on the uptick - i.e they could only short at a price higher than the current ask. Which could honestly mean any number of things. I have no fucking idea what's going on, but limiting shorts to opening on uptick leaves a lot of wiggle room for interpretation.
