Been in this boat for a while now. I started out with like $75k in savings, then slowly worked my way up to $400k, bought a house, then had to work my way back up.

I don't think ETFs are riskier than landlording since even if the market fucking crashes they will still recover eventually. You'll just be a millionaire living off of ramen and beans for a couple years until the dividends start paying again. The only way to be really risk free in your passive incomes is to diversify as much as possible. Some property, some dividends, some businesses, some day/crypto trading, etc. Also always have some in the bank, just in case, but that means you need even more money before you can retire.
