It's not a fee though. It's generated and has a lifespan. You gain MANA by holding the token you spud. There is no fee.
If you want to utilise the network at high speed and huge amounts of transactions, like many big entities will, they have to hold IOTA tokens to produce the MANA for their usage.

You can use the network at a slower rate for nothing.
Holding tokens just allows faster usage, there is literally no fee. Just hold the tokens and sell them when you don't need them anymore.
This will only really be a factor for huge companies, the every day user will rarely, if ever, encounter Mana.
