I'll tell you my trick, not many do it cause of the whole taxes deal.
So first thing is you want a desired vehicle with a long life, but not pay much.

You search the sites for used cars for all your local dealers. Example: Used dodge grand caravan XLT at a KIA dealership. low mileage (under 150k, these can last to 300k) but dent the fuck by a wheel well and small ones here and there (no accidents reported carfax), but car still has same 4 old matching tires/rims.
Talk them down, ask about replacement of front breaks, oil change, refill a/c (usually gasket a/c leak in back above passenger real wheel. Can usually fix with $5 sealer can. They want those cars moved fast with little haggle time wasting as possible.
Anyhow, get the whole vehicle new plates, taxes paid and paperwork done by them.
Now you take it home, fix the dents, sand the rust and filler. proper sanding and matching patching paint spray.
Sell when you are ready to move on or if you found another at a great price.
