As I understand tax laws regarding crypto to crypto conversions in the United States it works like this:

Example 1: You buy a coin that is priced at $1,000 per coin. The value of said coin rises to $2,000 per coin shortly thereafter. You then convert all you holdings ($2,000) of said coin to another coin. Because you gained $1,000 dollars while holding the coin, you now owe either short term capital gains tax (if you converted the original coin to the new coin less than a year after holding the original coin) or long term capital gains tax (if the original coin was held for longer than one year) on the $1,000 you earned while holding the original coin.

Example 2: You buy a coin that is priced at exactly $1,000. The coin does not fluctuate in value at all, never rising or falling below exactly $1,000 dollars. You decide to convert the coin to another coin. You owe NO taxes on this conversion as you realized no profit while holding the coin.

Example 3: You buy a coin that is priced at $1,000. The price of the coin goes down to $900. You decide to convert the coin to another. You not only owe NO taxes on this conversion but you can report this as a loss to the IRS.
