Pic related. If you adjust the price for the dilution, the market cap right now (410m) is only slightly lower than the market cap was when the PPS was $3 (450m). And if you look at the chart, you will see that the price started dropping way before the corona crash.

You know what they don't want more though? War at their doorstep. You probably didn't follow middle east news before OPEC. Both USA and Israel performed military actions there week before OPEC. Also, it's in USA best interest to keep oil price high now, as it's one of the only things preventing total market collapse. Yeah, so far the only thing Biden did was cancelling pipeline that existed only on paper. He could close refineries, reduce production, introduce tax, anything. But he chosen least meaningful action.
I storngly believe that polititians are creatures that put tons of work into doing little as possible while trying to convince everyone they did more than they promised.

i think part of the problem is, people dismiss oil because it's "only" going to be a 2x at best, but it's so obvious and relatively low risk at this point with their current valuations

and people don't understand you can leverage that low-risk 2x with options

It's obviously very silly to look at the P/E of an index right now. There are some industries that literally can't have any earnings currently (like cruise lines) or have reduced earnings because of Covid.
It's not because the market is overvalued, but because investors realize that this is a temporary situation and hopefully soon these companies will be back.
Plus, you have TSLA's P/E in the 900s skewing the result just a tad.

If the P/E you are talking about were an average in which all companies are valued equally, a single company with a PE of 900 would need 22 other companies with a PE of 0 (i.e. the stock price is 0) to land at an average of 39. Now consider that a PE that low is obviously not possible and that what you are likely talking about is weighted by market cap and that TSLA is one of the 10 biggest company in the index, and you could have entire sectors with a PE below 10 to compensate for it.
And as I said, there are industries that literally can't have earnings right now because they have been shut down by the government.

And, of course, for fuck's sake -- please stop using a relative multiple like PE to talk about the absolute valuation of companies.

You’re right

It’s totally unbelievable to me that anyone would ever want a car with only 300 mile range so that it’s basically tethered to your home area. When to me cars mean freedom and the ability to go anywhere at the drop of a hat is a wonderful and exciting thing. I think I’m a bad investor because i can’t even put myself in someone’s shoes who would want to own an EV. Yet it does appear most people would like to own one.
