Routing is possible, not implemented, but possible. You are thinking of a DEX aggregator?
This is technically possible to implement even with fractioned chains, it would just be a complexity mess. Ideally you'd have high liquidity high fee chains and low liquidity and low fee chains. If there's a medium fee medium liquidity chain I assume it would be one that shares chain with other dexes so aggregators can thrive on that chain to bring more liquidity in totality.
