no it would not. they would simply not honor any contracts. any industries requiring silver would grind to a halt until silver production kicked back into gear, causing the market to instantly overheat because there is fuckloads of silver in the ground and in garbage heaps waiting to be recycled. there is absolutely nothing you can do to enforce any obligations banks might have to buy silver at $1000/oz or whatever price it would reach in this imaginary scenario, and all they have to do is wait you out
