It's a break out. Broke out in excess of 2 standard deviations on the 4 hour chart, very nice move, however the mean reversion is under way, if I was trading this I would use the daily to find the mean price and target that for profit taking on a short.

There are strategies that use bollinger bands to find these kinds of breakouts. I trade these kinds of moves all the time on the daily and weekly charts using options on spx, ndx etc. You need to use other indicators and be actively involved to make sure you aren't stepping in front of a moving train.

Possible but unlikely. I attached a pic (not phone friendly) of the kind of chart I use to trade price extremes. The red and green dotted line represent 2 standard deviations, the yellow dotted line is the mean. BTC is currently at a relative extreme in the daily frame, the market seems to agree with the formation of that doji. I would be looking for the price to be moving back to the yellow dotted line and maybe even the green dotted line.

Without doing any volume or order flow analysis I would attribute this most recent upwards move as short cover/squeeze. On the daily you can see a move from -2 STD to +2 STD in 3 days, that's pretty fast considering recent history.
