I do UX and the majority of my jobs actually sabotaged my efforts to make our products less shitty. PM's trying to get me to put in annoying features, given impossible deadlines by people who don't understand how things work, and zero time to test designs to make sure that dumbass users can actually maneuver through flows to buy something. I regularly see it happen that managers actively hinder problems getting solved. I work on a piece of software which was contracted by a different part of the same company, talking to the engineers on the other side about their requirements and your problems is relatively easy, but of course the managers on both sides insist that they need to be involved. So you get endless meetings and excel sheets, where the managers play inter company politics about issues which could have been resolved in minutes.
Managers *should* be senior engineers with more technical experience, and thus a broader view, than the regular engineer. They then actually have the understanding which allows them to make good decisions with broader impact, which is the thing you actually need managment for.

Btw. I am entirely convinced that banning Excel and Word from all engineering departments would greatly increase productivity.
