Yeah but think what "devastate the market" means in that context. Say the govt just market dumps it across all exchanges, dumps BTC to $1. All that means is that they sell a bunch of BTC at a dollar to any of a huge number of parties who will be lining up to slurp at such a ridiculous price, at which point it bounces back to something, say even $10,000, and all the US govt has done is sold its leverage for an extremely shitty price.
The US govt is in a paradoxical position where it profits more from threatening to dump than it does from actually dumping.
Every BTC it sells is less direct leverage it has over the market. The US govt actually wants to hold as much BTC as possible while also selling constantly. It's a Catch 22.

yes, but they are seized asssets, they have to sell them. they cant hold them just because it would benefit them, however, they do not specifiy their sell dates, just the amount of total sells, which is 5 throughout 2023, with 2 complete.
