A government shutdown happens when no budget is passed at all, which leads to shutting down "non-essential" services. We have a budget passed that covers the next few months so all our outflows are set in stone.

A default means we do not have enough money to cover all that spending. That can be handled a couple ways. The Treasury could mint a platinum coin and use that to say the TGA's balance at the Fed is now $1tn. They can halt all payments for a given day, then make them the next day once sufficient tax revenue has rolled in. They can also prioritize spending but *only* by shutting off non-treasury-interest spending.

In that second case, everyone gets their expected paychecks, social security, t-bill payments, etc 1 day late...then 2 days late...

In the third case, Chad bondholders get paid cash money while the *entire* government (essential and non-essential) subsists on whatever leftover scraps there are.
