Chia. Devs outright do nothing that directly would cause hype and quick price pumps, opting to aim more to selling themselves and their chain as a serious business to sell to large organization to try and slowly grow value over time. If blockchain ever becomes seriously used they'll be sitting pretty in a few years, if not they'll just slowly fade into obscurity. The results of the XRP case will probably have a big impact for them since they never sold coins
