The government cash isn't covering 100% of fab costs, Intel still has to chip in, pun unintended, of cash to get it built but the incentives help. At best, the government will chip in single digit billions, and that's not all in direct money, it's tax breaks and etc. And it's going to get worst as time goes on.

When people think of h1s being gas guzzlers, they are thinking of the stupid 1994 model (I think that was the year, could be wrong) idea to use a weak gas engine. It got like 6mpg. When they used an appropriately powered diesel engine in 2006, it was around 18. An lbz Duramax added into a h1 can get about 20-21mpg now.
