There are some places that price gouge. You can compare Wegmans and Aldi, some stuff is 5x overpriced. Also you can check gas stations against RBOB (corrected for local tax.)
IMO I think *some* of this is really a volatility (in supply and labor) risk premium and in the places these people live it's also probably a premium to cover shrink. As usual if you can find legitimate arbitrage that's free money for you, not something to complain about.
