The fact that Kleros already has a working product and had it for years isn't bullish, it's bearish. It means that despite working no-one care to use it enough to make the price pump, showing that the market has no use for the service that's offered.

If there wasn't any product kleros could still pump out of pure hype (if the team cared to make you money and to make themselves more money, which they don't).
But right now everything has already happened, there's nothing else to look forward to and we're forced to admit that either the product is useless, of the execution is terrible. Either way, bad investment.
