Coincides with the crypto bubble popping. Governments and institutions have bled money into crypto which gets distributed among NEETs reading /biz/. NEETs cash out, 50% of the world's currency gets held by them in their bank accounts or as USDT. Those who weren't in crypto continue using money as usual, but big institutions are hurting bad because they lack liquid assets. Governments and big business go into a halt until crypto gets regulated into death, finance globally shits itself and slowly builds itself again from the ashes.
