Neither in European historical clothes, but nowadays it's not a big deal anymore in Japan either. Most Japanese just don't do it because they never did. It's simply not really a thing nor fashionable. There are multiple occasions Japanese brands model lolita without a blouse. But overall, people shouldn't do it too much. Even if there is no rule against it, it looks bad most of the time.
