For my Tsumiki cosplay I bought this thing called lycra binding tape! I'm not sure where you'd find it in the states, but I bought it at a fabric store in the trims section. It came in white and you can typically find different widths and it was sold by the metre. What I did was I bought a lot and layered it so it would stay up, and then safety pinned the end to the rest of the layers and tucked it underneath so it isn't visible.

Oh, but it is made of strips sewn together so if you pull on it too much the stitches will unravel, so just be careful of that or glue them together or something.
