I feel this. If it's really warm, I usually switch out my petti for an underskirt - Not those pieces of fabric with a few ruffles or lace on the hem, but skirts that are a bit more substantial with more fabric, lining, sometimes with a built in petticoat like pic related. They give modest volume on their own and they're lighter than a petti so they feel breezier. You can also wear a hoop skirt instead of a petti if you want more volume, just keep in mind it's not as practical to wear.
