Is it possible to modify an existing pair of jeans so that they can have this flair at the bottom?

I want it to look as similar to the picture as possible, but I'm willing to make some compromises so that I don't have to make an entirely new pair of pants. I cant figure out a way to do it so that there wont be any unfinished edges.

I am a pretty big noob at sewing, but I have sewn a few patterns before, and I own a sewing machine.

Any help will be greatly appreciated!
