Not necessarily. I was a NEET when I immigrated because I didn't have a permit that allowed me to work. I came where I am now on the basis of family ties which takes a really long time to process, and in the meantime you just sit pretty.
Being a NEET doesn't necessarily mean you'll be one forever, doesn't mean that you're uneducated or that you don't want to work and/or are lazy.
I used to get shit all the time for being an immigrant and "mooching off the country" and people seriously thought I could afford Chanel bags and four Ferraris with the measly gubbamint money. Another problem is that lots of immigrant NEETs can't work because their qualifications from their home country can be only used as toilet paper in other countries and no one gives a rat's ass if you have a PhD because you lived in Bumfuckistan which in their opinion is pretty much a non-country. Not to mention that everyone requires you to know the language immediately after you arrive because "we speak x in y" or else you get beat up.

I don't know how it is for people with mental illnesses or other disfigurements but I do know that a lot of people aren't NEETs by choice. I have a great job now but it came to me out of sheer luck and many immigrants aren't that fortunate.

Also, "being forced to pay taxes" is hardly "generosity". No one is donating that money, you do realize that. Even NEETs pay taxes themselves, at least in the EU.
