Do you mean how to make the hat or how to keep it on? I'm afraid I can't help you much with the former but with the latter, try hair combs like pic related. One or two should be enough.
As for fabric, I've seen one cosplayer that used some sort of satin for their suit but I'm not convinced it's a good alternative. Even if you use high quality satin, it doesn't drape the same way PVC or vinyl does.
