As others have said, OTT rules supreme and lolitas are too lazy. I think the Chinese lolitas have a lot to do with it, though. They don't really seem to do casual lolita, and skirts have a close link to casual and more toned down looks.

I love skirts! I buy a lot of them, especially because they're super cheap secondhand.
