It goes on top. Well, obviously not literally on top but there is probably a hole in the visor there for the gem to go through. I think it's pretty acceptable to put it on top for cosplay as long as it's close enough to the forehead that it doesn't cast a weird shadow

I'd like to suggest that you go with more subtle contacts and adjust your colors on a few things. It's hard to tell exactly what everything looks like with the lighting there but I think your body paint should be more like the color your gem is and the gem should be a tiny bit darker. A clear visor would be better too. Try to look at the basic shapes in her design and match those/tweak them to look good with your proportions. You're actually doing a pretty good job so far though.
