I totally get the reasoning behind why you think full shirring is unflattering, but I disagree. It can look bad, but if your waist is visibly smaller than your bust the shirring actually helps in my opinion because it will taper in your midsection, pic related. It's even more drastic for me because my waist is smaller than hers, but it's all down to personal preference I suppose.
