"OTT" stands for "over the top", and it's what kids nowadays call "extra".

It didn't actually mean "OTT sweet/classic with a btssb/AP MTO tea-length rufflemonster dress" until that particular look became trending a couple of years back. Way back when the phrase was coined it was simply used for everything that was "over" the "normal" look, so it's totally normal and logical to say this is an "OTT decora" look, as in it's decora x lolita that was "over" normal decora x lolita.

I mean, I don't even know how her look fits it -- she looks like the kind of person where you tell them "don't do lolita unless you can afford actual lolita items, starting with a proper lolita blouse and proper lolita headwear and proper lolita accessories because all your stuff looks like cheap junk". Plus decora already includes "pile on all the kawaiiest things" so I'm not sure how it goes from "normal" to "over the top" (except this chick seems to be thinking it's an excuse to use cheap shit, like jeez no, decora is supposed to be KAWAII CUTE shit, not anything from the cents store).

Just saying her usage of OTT to refer to OTT decora lolita isn't quiiittee off. However, her actual outfit still very much fail whatever she's describing, like this isn't even recogniseably decora, let alone OTT decora.
