So I'm wanting to cosplay this Snow Miku, but I'm stuck on what fabric to use as well as what to do for the bottom hem (the green trim) but I'll probably put a wire through it.

I was thinking for the fabric maybe a fleece or flannel would be cute and fit the outfit best but I worry about if it'll be able to take the shape i need for the short cape and the bottom half. I was thinking of making a petticoat for Maximum Floof, but would an interfacing help and if so what kind should I be looking for?
