That makeup looks makes her eyes look like they belong to an extremely elderly person who's skin can no longer hold itself up.
Problem is with most cosplayers that do their makeup this way is that even if you try to tell them it looks bad they usually go "it's artistic!" or assume you don't understand anime/cosplay.
