I have slightly smaller measurements than you and my advice is to lose some weight - if you literally lose 2 inches off your waist you can wear Meta + Chantilly skirts with a fully shirred waist band comfortably
If you don't want to lose weight then get things custom sized off taobao but if you want burando you're going to need to look for fully shirred items although it will be an uncomfortable fit so I would seriously recommend losing an inch or two for comforts sake

Got some money? Buy yourself a new Chantilly dress. They don't have a lot of stock right now, but if I had the money there's at least two dresses there that I'd buy. They're very good quality and would make a wonderful gift to yourself.

Then there's always lovely size Maxicimam. Sometimes you have to wade through some ita shit but they have decent blouses and a few cute items every now and then.

And then taobao shops like R-series and Surface Spell who offer custom sizing as well.
