I have made one with circle skirts and one with a rectangle before, but If you want the look of pic related you put 1-2 rectangles together to make the length of the hem. This might be more than 3 times your waist, if so multiply your waist times 3 then subtract that from the hem length the amount you have left needs to be hidden back inside the pleats. (I'll make a diagram in a second) Otherwise its like a normal pleated skirt.
