It's difficult to tell since some releases drop in popularity and become cheaper, and others gain popularity and skyrocket in price; like Honey Cake for example, which was unpopular on release but became very on demand secondhand.

You mean things from Taobao etc.? Afaik it's more difficult to track down specific releases secondhand, they're nowhere near as common as Japanese brand, and the popular releases tend to go for a lot of money. Sorry I can't be of more help.

Re: 30+ lolita inspo, there's also Yumi Fujiwara who always looks incredible and elegant, though obviously wears more classic than sweet.

You just have to pick your route. Confident women can wear whatever they want regardless but since you're self conscious, you can start off wearing classic or gothic which are usually more elegant than cute so they can suit older women well; pic related is the designer of Innocent World wearing the garments she's designed herself, as an example. You can always switch to sweet later on when and if you choose to do so.
Same for cosplay, and in that case you have even more possibilities: You may not be able to pull off cosplays of teenage characters but there are plenty of older characters to cosplay which will suit you fine.
Bottom line is that you shouldn't be so concerned with anonymous people's opinions that it stops you from having fun in your life.
