That's not a skirt, it's a JSK. And if you look it up on lolibrary you'll see it does have corset lacing in the back so it's entirely possible she laced it too tight, or judging by how the bust sits on her torso, it might be a bit too small for her.
If your skirts are lumpy it's possible they just don't fit you, it doesn't mean that they're badly made.
