I am so confused right now.

So I was watching some Shiki scenes on youtube (an anime I have on hold to watch) and I saw this character called Sunako wearing this dress. I fell in love with it. It's one of the few times I've seen lolita done right in anime. I really want to duplicate the coord she's wearing in this scene, but then some questions came to my mind.
>If I handmade this dress, would it be a cosplay, even if I intended it to be a lolita dress? Even if it has good quality fabric and construction? Would I still be able to wear it as lolita, to a meet? Is it okay, if the character is intended to be wearing lolita, or is it just plain stupid?
But then, I found out. This dress is actually supposed to be Angelic Pretty's Queen Playing Cards OP with the matching bonnet. I really, really want it, and will probably hunt it out in actions, but more questions came to me...
