So what is the best way to make the fabric "feathers" on this cape? I have the cape already on just some cheap walmart fabric and about 3 more yards of said fabric.
Should I just kind of wing it? I want the edges to look rough of course but don't really want them to unravel on me.

Okay so I'm trying to do eileen the crow, I have the mask, pants, weapons, hat and gloves all taken care of already.

I don't know how to sew at all and don't really have the time or money to so i commissioned a lady in my small town to do it for me.

She's older and apartently her new medicine makes her shake so she had to refund me and give me my fabric back.
I've been trying to find anyone locally who will make just the coat (minus the shoulder part and cape) but the 5-6 people I've talked to so far can ONLY do things with exact patterns.
Am I just shit out of luck here? Are there people online who can make a sewing pattern for cheap that I could bring to these people?
