It seems like hair used to be frequently used in the 18th and 19th centuries in mourning mementos--jewelry or miniatures and such--but not so much today. Cremated remains seem pretty commonly used for jewelry or at least it's not very unusual. The funeral director had a book full of jewelry you could buy where it would contain cremated remains.
