If your doing you hair at home; wash your hair a good fifteen minutes after you finish. You can also buy a special treatment that halts any residual action. Bleach is hard to rinse completely out.

Tone down your developer. 10 or 20 is often times usable on virgin root regrowth.

Use a vinegar rinse for the same purpose as a pH treatment.

Do a test swab on the inside of your arm before you lighten next time, 48 hours before hand.

Bleach can cause nasty chemical burns but is much more unlikely to spur a deadly reaction. You most likely had a small pimple or a break in the skin (sunburn even) and burnt the heck out of it, I've done this before. It can take awhile to heal but you really only need medicine if it covers a large area or is 'deep'.

If you've been using dye to lighten your hair though, like a 8 through 10 dye or a high lift dye, then you could very well be developing a severe allergy with dermatitis as a symptom. The deadly kind of reaction.

Only a doctor can tell you though.
