Harajuku, sometimes ginza, Asakusabashi often has some cosplay events and shops that sell. Ginza is expensive but usally has good quality lolita stuff. Akihabara is there and has stuff if you know where to look, but only assume you'll find the mainstream/popular cosplays on sale

The shit you get in Japan won't fit non asian/japanese body types and often requires a good amount of work to fix up for anyone with a western frame to wear. You are quite literally better ordering off aliexpress to save money and get nearly the same exact shit.

Most places do 0 refunds for foreigners, or will not sell you if they do not believe it fits you charging you a deal bit more for fixing it. Why would you want to sell something to someone who could get mad, leave bad reviews, and turn others away?

There are a good number of cosplay shops in akihabara, though most 4chan people I've met never seem to know how to read the signage or speak japanese and stay on ground level shops.
Additionally, cosplay is a bit different in Japan than in the US. It's always funny when some US friends come to a convention with me from the US and are shocked at how it's handled/perceived. Most my aliexpress or esty goods are about on par for what most people wear, photoshop for any picture is often required before posting.

Fukuoka is hot garbage for k-pop fans, Osaka still has festivals where the shut down Den Den town to host cosplay events and smaller gatherings. Fukuoka sucks because the weather in spring/summer/fall can go from decent to pouring rain in a heartbeat and ruin an event.
