Even us with high functioning autism experience sensory overload and petticoats can absolutely contribute to sensory overload, though everyone's experiences are different.

Hoop skirts might be better, but they can still cause issues in the waist area. Still, if they experience issues they could always just wear old school or casual with ruffly bloomers or even sack dresses to alleviate some pressure on the waist. Sensory issues suck, but there are ways to work around them.
