Yes, maxipad headdresses, not kokoshnik (worn with a wig, of course). Orthodox clothing rules essentially stem from establishment in the same time period... Initially they were meant to help Jews blend in with Russians at the time, but instead they just never changed. Or that was how my very-secular not-Orthodox family explained it to me, so; take with a grain of salt.

I don't know about in other countries' Orthodox communities, but in NYC you'll see them very commonly. This was the only potato picture I could find as an example, I don't want to be weird and try to take a photo of the accessory shop in my neighborhood.
