It looks like rows of piping to me -- the groin does atleast anyway, not sure about the other areas. Piping is made by encasing rope in fabric and typically used as a trim or seam decoration. The Sailor Scouts' costumes use rows of piping for the shoulders and hip roll though, so that community and their vast tutorials could be of help to you. Picrel is an example of what premade edge trim piping would look like.
