in some old photos, back in the LiveJournal days before mobile phones, sometimes, if someone posted a pic of their lolita coord, you might not notice their legs at first, or the petticoat poof would be so smooth and even that the legs would seem superfluous.

so people started editing legs out of photos, and the "hoverloli" meme was born.
