I personally haven't seen wraps like that, but I imagine it's done for the same reason someone would wear an eyepatch with other J-fash. Menhera just has more of a focus on injury and sickness. It being in bad taste is pretty subjective, though obviously it's not everyone's cup of tea.
For me, Menhera's not really that different from creepy cute or guro/gore related art and fashion. It just has an added focus on medical aesthetics and hospital-inspired imagery. If coffins, skeletons and constant references to Satanic imagery and death are acceptable, it's only a matter of time until nooses and other "dark" stuff comes into play. It's a very arbitrary line to draw IMO.
I've always liked the juxtaposition of cute, sweet imagery with dark, bitter imagery. The medical elements add in a subtext of "pure" healing (people tend to associate nurses with angels, care and pure white), blended with the not-so-pure, somewhat gruesome imagery of blood and injuries. It's another layer of duality all its own. I liked guro/nurse lolita before Menhera popped up for the same reasons.
I can see why it might be too edgy for some people, but different strokes. Junko Mizuno has been doing it for a long time without people getting angry.

I don't really care. It's not like you can tell someone has mental health issues just by looking at them. I think actually having a strong opinion on this is the same thing as being a Tumblrite who complains about "cultural appropriation" when westerners wear Wa Lolita. In the end, it's just an aesthetic. It's not that big a deal.
