More like that dress doesn't need one since it's already long.

Pic related is how underskirts look best. A simple ruffle protruding right under the hem in a color that matches the coord. Looks very natural and blends with the dress.
When it's too long or fancy it's too obvious that it's a separate piece and become visually distracting.
