It's more historical teaboo fashion than lolita. The long green dress is too plain and kinda cosplayish, even IW couldn't really save it and make it look like proper lolita. Suigintou's front lacing will shift around and look weird if you move normally (what did you think lolita was, people live in these dresses). Then that last white rose has some kind of wispy white dress that looks halfway to gyaru rather than lolita.

Even Shinku's outfit is brightly garish if you take off your fan blinkers for a bit and actually look at it critically.

What you are describing is actually the "Ojou-san" or "Fine young lady" trope that is popular and seen in many shows. It's basically a young, sheltered girl usually with a rich family, that taught her to wear "elegant western clothing" which looks a lot like lolita. I hate it when people confuse a regular lolita, who sees the fashion as her hobby, with an ojou-san which only wears it for no particular reason. If the character isn't passionate about their style it's not lolita.
