IMO it's just OTT, albeit maybe a bit gaudy. But what OTT isn't a bit gaudy? I don't like the eyeliner but I think the makeup would have been fine without that. This doesn't strike me at all like a costume except the good ole "doll" drag looking makeup.

The outfit itself is pretty cute. She balanced the huge bow with big hair.The theming is consistent head to toe. The colors are well balanced. The makeup is just shite.
